Governance Roles & Responsibility
Combe Pafford School is a single academy trust, meaning the school is governed by its own Board of Trustees, who are responsible for the strategic leadership, accountability and financial oversight of the school.
Members
Members have a strategic oversight role, similar to shareholders in a company. Their key responsibilities include:
- Appointing and removing Trustees
- Ensuring the Trust is fulfilling its charitable objectives
- Holding the Board of Trustees to account
Board of Trustees
The Board of Trustees is the accountable body for the school and is responsible for:
- Setting the vision, ethos and strategic direction
- Ensuring high standards of education and pupil outcomes
- Overseeing financial performance and probity
- Ensuring compliance with statutory and regulatory requirements
- Holding the Headteacher and senior leaders to account
Headteacher / Accounting Officer
The Headteacher is also the Accounting Officer, with responsibility for:
- Day-to-day leadership and management of the school
- Delivery of the school’s strategic priorities
- Ensuring regularity, propriety and value for money in the use of public funds
Governance Professional
The Governance Professional supports effective governance by:
- Providing procedural and legal advice
- Ensuring meetings are properly administered
- Maintaining governance records and minutes
- Supporting compliance with statutory requirements
Committees of the Board
The Board has established four committees to support effective governance and enable detailed scrutiny of key areas.
Personnel Committee
Chair: Paul Garside
The Personnel Committee oversees staffing-related matters, including:
- Staff pay, appraisal and performance management
- Recruitment, staffing structure and workforce planning
- Oversight of HR policies and processes
- Handling formal staff matters such as discipline, grievance and capability
Pupil Progress and Standards Committee
Chair: Jane Hallwood
This committee focusses on:
- Monitoring pupil progress, attainment and outcomes
- Ensuring high standards of teaching and learning
- Oversight of curriculum provision and school improvement priorities
- Scrutiny of performance data and key groups of pupils
Finance Committee
The Finance Committee is responsible for:
- Monitoring the school’s budget and financial performance
- Ensuring robust financial controls and compliance
- Overseeing procurement and value for money
- Supporting audit processes and financial reporting
Estates and Security Committee
This committee is responsible for:
- Oversight of the school site, buildings and estate
- Health and safety compliance
- Premises development and maintenance
- Ensuring a safe environment for pupils, staff and visitors
